This band is called The Rogues and they are from Texas. The piper in the dark shirt and kilt is E J Jones. E J was the founder of the truly excellent celtic band Clandestine (I have video of them at the Grandfather Mt. Highland Games; if I can figure out how to upload it to YouTube I will show it to you).
