Punishment - Not the answer!

A SCOTTISH student said to be a "wannabe suicide bomber" was yesterday jailed for eight years, a sentence that triggered fears young Muslims developing extremist views would be driven "deeper underground".

You know there's something to this. Hash penalties for rape in the United States have only driven rapists underground. I mean if a man rapes a few women and then realizes that he has done wrong and needs to come forward to get psychological counseling he might very well be deterred from seeking the help he needs by the possibility of a prison term.
